    Planning and maintaining nature-based solutions: lessons for foresight and sustainable care from Berlin, Jakarta, Melbourne, and Santiago de Chile

    Nature-based solutions in their most basic and accessible form as public green spaces and urban trees are often in dire condition, exacerbated by the effects of climate change. Lack of maintenance further reduces the ability to provide ecosystem services and hinders long-term sustainability. Examples from four cities in Australia, Asia, Europe, and Latin America are used to discuss the importance of strategic planning for implementing nature-based solutions as well as proper maintenance. We suggest (1) specific legal and political frameworks, (2) foresight in planning stages, (3) optimized provision of benefits by considering scale, design, and distribution, (4) prioritization of nature-based solutions with both high social and ecological benefits, (5) careful retrofitting of existing green spaces, (6) balanced ratio of resource input and benefits, (7) sustained commitment for long-term care, and (8) enhanced public participation.

    Planning a just nature-based city: Listening for the voice of an urban river

    Cities are under intensifying pressure to respond to climate change and growing social inequities. Integrating nature-based solutions, as part of essential city infrastructure, contributes to resilient, liveable and equitable cities, as well as provision of biodiversity habitat. There is increasing focus on how concepts of justice can be embedded in these planning and governance processes. This paper proposes a framework to inform planning for just nature-based cities. It brings together concepts of just city, environmental and climate justice and more-than-human thinking, with research on urban nature-based solutions. It highlights the centrality of epistemic justice, and the importance of Traditional Ecological Knowledge in just nature-based city planning and governance. The just nature-based city framework is applied to the case study of the Yarra River (Melbourne, Australia). In 2017, the Yarra River Protection (Wilip-gin Birrarung murron) Act, the first legislation in Australia to be co-titled in the Traditional Owners’ language, legally recognised the river as a single living and integrated natural entity. Applying the just nature-based city framework, we find that there are both opportunities and challenges in this new approach to planning. While the Act and associated programs represent substantial and innovative advances, their scope is limited by exclusion of key policy domains and a focus on waterway corridor rather than catchment. The paper concludes by reinforcing the importance of a broadened understanding of justice, that spans both human and non-human considerations, and foregrounds Traditional Owners’ perspectives and aspirations in designing, planning and governing just nature-based cities.

    A transformative mission for prioritising nature in Australian cities

    Australia is experiencing mounting pressures related to processes of urbanisation, biodiversity loss and climate change felt at large in cities. At the same time, it is cities that can take the leading role in pioneering approaches and solutions to respond to those coupling emergencies. In this perspective piece we respond to the following question: What are the required transformations for prioritising, valuing, maintaining and embracing nature in cities in Australia? We adopt the mission framework as an organising framework to present proposed pathways to transform Australian cities as nature-positive places of the future. We propose three interconnected pathways as starting actions to steer urban planning, policy and governance in Australian cities: First, cities need to establish evidence-based planning for nature in cities and mainstream new planning tools that safeguard and foreground urban nature. Second, collaborative planning needs to become a standard practice in cities and inclusive governance for nature in cities needs to prioritise Aboriginal knowledge systems and practices as well as look beyond what local governments can do. Third, for progressing to nature-positive cities, it is paramount to empower communities to innovate with nature across Australian cities. Whilst we focus on Australian cities, the lessons and pathways are broadly applicably globally and can inspire science-policy debates for the post COP15 biodiversity and COP26 climate change implementation processes.

    Climate change preparedness across sectors of the built environment-A review of literature

    Cities (built environments) produce a significant proportion of global greenhouse gas emissions, making a significant contribution to climate change. They are home to the majority of the world's population and economic activity yet face increasing risks from climate change impacts. Thus, it is critical that those involved in producing and managing built environments are prepared for climate change. This paper presents a review of literature focused on two key components of professions and professional practice across the built environment sectors urban planning, construction, property, and design (architecture, landscape architecture, urban design): 1) barriers to and facilitators of climate change action (mitigation and adaptation); and 2) climate change preparedness. Barriers to and facilitators of climate change action were found to vary across sectors, with some overlap. A limited understanding of preparedness to address climate change action was found across the sectors reviewed. These findings are important. A limited understanding of climate change preparedness across these sectors may limit capacity to achieve global goals such as the Paris Agreement which seeks to limit global warming to 1.5 oC, and to be well adapted to the changes that will occur. Significant social and economic impacts could result from a lack of preparedness. The published research reviewed lacked a holistic and integrated view of: the built environment; and of climate change action within it. It is recommended that these gaps in research and practice are addressed to facilitate effective climate change action in cities, to avoid further economic, social and environmental impacts of climate change.

    Towards the transformation of cities: A built environment process map to identify the role of key sectors and actors in producing the built environment across life stages

    Cities must transform in order to address the challenge of climate change and to achieve societal ambitions such as the sustainable development goals. However, a key impediment to achieving transformation is underdeveloped understandings of how key actors and sectors within the built environment work together to achieve goals. This paper addresses these gaps by developing and visually presenting a process map to describe: the key processes involved in producing the built environment across its life stages; key sectors of the built environment, their key actors, and the activities coordinated between them. The process map was peer reviewed by an expert reference group of built environment professionals active in Australia and the UK. The motivation for developing this process map is to facilitate future research to identify and expedite opportunities for coordinated action to address significant societal challenges such as climate change action, and the sustainable development goals – which require transformative action in cities.

    Governance of nature-based solutions through intermediaries for urban transitions: A case study from Melbourne, Australia

    As cities increasingly turn to nature-based solutions to address key urban socio-ecological challenges, approaches to their governance, planning and implementation are increasingly important for ensuring their effectiveness. Nature-based solutions are multifunctional, and so their planning and implementation are by necessity interdisciplinary. As such, to support urban transitions with nature-based solutions, the role of intermediary actors deserves research attention. Intermediaries play key roles in linking between sectors, across different levels of government and between disciplines and policy domains. We identified three key points for research and planning nature-based solutions through intermediaries as key agents for change: intermediaries are creators of enabling institutional spaces needed for mainstreaming nature-based solutions in cities; intermediaries as actor configurations are dynamic over time and in context, and intermediation has to be understood as a fundamental governance activity in cities that want to scale up their climate adaptation planning with nature-based solutions. Using a case study of the development and initial implementation of the metropolitan urban forest strategy in Melbourne Australia, we analyze the multi-actor landscape that emerged, through the lens of intermediation. We systematically investigated which actors, partnerships and platforms acted as intermediaries in the transformative agenda of the Urban Forest strategy, how these actors interacted over the course of the strategy’s development and how their roles and functions shifted during the early implementation stages of the strategy. We found that an ‘ecology of intermediaries’ adopted a range of roles to support key functions including building collaboration, informing and disseminating policy learning, and strengthening political support. While intermediaries’ roles and functions shifted across the strategy’s development, their contributions were critical in the complex metropolitan governance context. Collaborative planning and governance for nature-based solutions in cities require intermediaries to remain topical, focused and inclusive/open to new ideas and lessons from innovations both emerging and driven.
