    Remediating the elementary mathematics of prospective primary school teachers

    Three areas are reviewed: the knowledge of prospective primary teachers of basic mathematics, remediation programs in mathematics and the use of calculators as a learning aid in mathematics. A remediation program is described involving a diagnostic pre-test and consequent assignment to one of three treatments: self-study, group tutorials or individual tutorials. The purpose of the 10 week program is to help prospective primary teachers meet a competency requirement in mathematics which is mandatory for progress beyond the third semester of a six-semester course of primary teacher training at a Victorian university. The program covers understanding and knowledge of place value, whole number decimals and fraction operations, percentages, averages and measurement including metrics. The group tutorials were given one of two treatments: the use of calculators during the remedial program, or the same program without calculators. Seven hypotheses related to the effects of the program are described. Post-testing after the 10 weeks of the program showed very large gains by each of the three groups. However the calculator group showed no difference from the non-calculator group, a finding consistent with the literature. Discussion of the results and pointers for future study conclude the study, with one recommendation being that mathematics specialists be appointed to primary schools.

    Raymond Williams : a critique of his theory of culture and education

    This thesis is a critical exposition of Williams' theory of culture as expounded in two of his early works, Culture and Society 1780-1950, and The Long Revolution, and of the influence of that theory on his views on education. Williams' views on man, on valued knowledge and on the ideal society, being fundamental to an understanding of his theory of culture and its connection with education, are given particular attention. Williams sees man as evolving into a being with a unique brain and hence as having the potential to learn, to reason, to communicate and to create. The process of realising this potential is identified by Williams as both the process of interaction within culture and also the characteristic achievement of culture. However, this thesis argues that such a view of man, allegedly drawn from experience, is selectively based and conjectural. Williams' account of what constitutes valued knowledge is based partly on his attempt to re-define culture by a synthesis of previous definitions, and partly on his argument that knowledge is socially created. But, despite his own overt objections to a distinctive 'high' culture, it is evident that Williams himself is extending the selection of valued knowledge and activity, not avoiding selection. At the same time, he is preserving the distinction between skilled intellectual activities (associated with the ideal of 'high culture') and the more 'ordinary' activities of a culture. The thesis also questions Williams' proposition that knowledge is a social creation based ideally on a pooling of common experience. It argues that 'experience' is not invariably the sound basis for knowledge that Williams assumes it to be and it questions the need for his strong emphasis on commonly shared experience. A 'common culture' functioning both for the expression of, and as the necessary basis for an egalitarian society is the distinctive mark of Williams' ideal society, a society which he believes will nurture man's evolving potential and hence his cultural progress. The characteristics of that ideal society - communal solidarity, participating democracy, consensus by open communication, and the principal of 'equality of being' - are critically examined, and attention is drawn to some ambiguities and apparent contradictions in their exposition. Finally, the function Williams ascribes to education, namely, that of being an important means of developing man's individual and collective potential, is examined. Williams' concern for developing intellectual skills, and for directing these towards the changing of society, is contrasted with his tendency to subordinate education to stated social ends. This, it is argued, may lead in practice to less dynamic results and be more open to distortion than Williams obviously intends. In summary, it is maintained that Williams' arguments from experience form an inadequate base for the claims his theory of culture is called on to support; that his attempt to redefine culture by a synthesis of existing and to some degree conflicting definitions leaves unresolved a number of ambiguities and contradictions; and that these weaknesses are reflected in some of his prescriptions for education.

    A preliminary investigation of language function and educational success in primary school children

    This study is an attempt to establish if there exist differences in pupil performance at the level of language function which will support teachers' intuitive judgements of pupil ability in the context of the primary school classroom. The type of study was naturalistic and descriptive and involved children in grades two and six of a regional city State Primary School. The 12 subjects were selected by the respective grade teachers on perceived performance, and allocated by them to either an upper or lower ability grouping. Each group consisted of three pupils and the same teacher conducted each lesson in the same classroom situation. The task was concerned with the developing concept of floating and sinking and involved pupils having to initially classify 82 items as either float or sink objects. After this task was completed the pupils tested each object to establish if their initial hypothesis was correct. Results were analysed using an interaction based functional model of language and subjected to statistical analyses to establish which functions reached a level of significance. Results indicate that significant differences do exist at the level of function between ability groups at each grade level and between respective grades. The lower ability pupils at grade two appear to interpret the demands of the educational task differently from their upper ability counterparts. At the level of cognitive discourse function the lower ability group interpreted the task as requiring the use of the hypothesis discourse function which was linguistically realised principally by use of the one term/single response strategy and by general statement. The upper group however interpreted the task as requiring the use of evidence in support of any hypothesis made in an initial response and this function was linguistically expressed by using the causal statement strategies. The lower ability group also used the procedural function as a continuous commentary on their ongoing actions but the upper group employed this function significantly less. There was no significant difference in the choice of cognitive discourse function between groups at grade six, and both groups interpreted the task as demanding a different approach than that adopted by grade two. Both groups employed the 'use evidence' function as an initial response and the procedural function virtually disappeared. Differences did emerge in the selection of linguistic strategies to realise the cognitive discourse functions and three of these reached a level of significant difference. These were the one word/single term, single attribute, and no response strategies which were consistently employed by the lower ability group. The upper ability group employed more anecdote and affirm/ deny strategies than the lower group. The use of the social discourse function also changed between grades. At grade two both ability groups interposed their own social discourse between educational exchanges with the teacher. By grade six this function was almost exclusively used by both groups to support peer statements and acted as a cohesive element in the discourse. At the level of teacher reaction the teacher used significantly more of those reaction types which extended discourse with upper ability groups at both grade levels. The teacher also employed 'request for extension' significantly more at the grade six level than with the grade two groups. In this study, because only two groups of three subjects each have been compared, individual differences could influence the results obtained and therefore any interpretation and generalisation from the results found in this study will have to be limited and tentative in nature.

    Donald Clark : the first chief inspector of technical schools

    Australia is a country which has always honored its pioneers. Our history, both written and oral, is suffused with images of stubborn battle against seemingly overwhelming forces of finance, economy, climate, and society. Our cities and towns are dotted with monuments proclaiming the strength of those who fought and won the battles. Donald Clark was Victoria's foremost pioneer of technical education. His life was an unending battle to make society realise the importance of technical education. His monument is the technical education system in Victoria, the schools and colleges that even today are organised along lines he established and according to a philosophy he propounded. What kind of man leaves such a monument behind him? This thesis will attempt to examine the development of Clark's beliefs and attitudes and will tell the story of the battles he fought in his lifelong effort to build in Victoria a system of technical education of value to the people, the State, and the world.

    An application and assessment of the narrative analysis process introduced by William Labov and Joshua Waletzky

    William Labov and Joshua Waletzky felt that it would not be possible to make much progress in the analysis and understanding of traditionally complex narrative until the simplest and most fundamental narrative structures were analyzed in direct connection with their originating functions. They presented an analytical framework based on the analysis of oral versions of personal experience in English. In this paper the principal features of their approach are scrutinized when applied to a variety of narratives produced by subjects whose ages range from five years to adulthood. A number of difficulties are highlighted, especially in relation to temporal relationships within narratives and the task of narrative interpretation at the analytical level.

    Advancement for women in organizations: a training perspective

    This thesis will attempt to add a practical case history to the growing body of literature on special 'In-house' training programs for women. A special training program for women was designed and implemented in the South Australian Public Service as part of that organizations' overall Affirmative Action Plan to effect Equal Opportunity. The literature review (Chapter I) determines and explores the nature of the barriers women experience at work today and considers the alternatives in overcoming them from an 'In-house' training perspective. A complex interplay of internal barriers within the woman herself and external barriers created by the organization is offered as an explanation of the real problem women are facing at work today. 'In-house' training, amidst other 'Equal Opportunity' strategies which are designed to take account of the whole organization system, is offered as a partial solution to the problem under consideration. An exploration of the nature of the 'In-house' training which should be offered by the organization is then undertaken. In this regard the case 'for' and 'against' special training programs for women is presented; the former position being advocated by this writer. As this 'Women in Organizations Workshop' program was one of the first of its kind developed in Australia an attempt has been made to detail the history of the development of the program and consider the question 'why' it was developed and implemented in the South Australian Public Service in 1977. A modern Administrative Theory, known as 'Systems Theory' has been used as the conceptual framework for this historical analysis which is contained in Chapter II. Chapter III also uses the conceptual framework of 'Systems Theory' to detail the actual 'Women in Organizations Workshop' program content, design and its management by the two women lecturers of the Training and Development Branch of the Department of Further Education in South Australia. The 'Women in Organizations Workshop' program, being a pilot program, was evaluated by various groups throughout 1977 and 1978 (Chapter IV). The Occupational Psychology Branch of the Public Service Board of the South Australian Public Service undertook a rigorous, formal evaluation of the program. This Branch represented the major client of the workshop program. They interviewed a substantial proportion of the workshop participants, two months after the completion of the program. A 'significant incident' method was employed which required interviewers to state whether they had employed skills, knowledge and attitudes gained in the workshop, at their workplace by recalling a specific situation. The two women lecturers' evaluations of the program are then detailed, these being both formal and informal. A final evaluation is given, that-of the Review Committee established in 1978 to evaluate the overall Training and Development activities of the Training and Development Branch of the Department of Further Education. All evaluations conducted of: the program considered it as a great success. Finally, a conclusion (Chapter V) is given which offers recommendations as to the value of this experiment conducted in the South Australian Public Service. Congruent with the research it is argued that currently, special 'In-house' training programs for women are viable and necessary given their current status in the workforce. However these programs are of an essentially short-run duration (approximately 5 to 10 years). An 'Androgynous Management Style' is offered as the future management model to be utilized in all management training programs. The total organization is then considered from a 'Systems Theory' perspective; strategies to implement Equal Opportunity, apart from (or in addition to) 'In-house training' are mentioned.

    Authority bases of Victorian primary school principals

    The purpose of this study was to investigate the possibility of identifying and describing the bases of authority of primary school principals. The study also attempted to determine how primary school principals have adapted to the changes in the school situation brought about by the introduction of the Schools Councils legislation of 1975. The data for this study, collected in late 1978, constitute responses from questionnaires completed by a sample of Victorian primary school Grade I and Special Class principals. The sample consisted of 100 principals of whom 92 returned the questionnaire. Four bases of authority were identified, namely, authority based on legitimacy, authority based on position, authority based on human relations skills (authority of person), and authority based on training or experience (authority of competence). The data from the completed questionnaires were subjected to a frequencies analysis using a sub-program of the computer package, Statistical Package for the Social Sciences. A further sub-program of this package was used in subjecting the data to a factor analysis. Factor analysis was used to try and identify principal authority based. The study revealed that choice of consultative partners in the decision-making process was largely dependent on the area in which the decision was being made. In areas that pertained to highly sensitive professional matters senior staff were the preferred consultative partners. However, in the less sensitive area of general management a wider group from the school population was acceptable. One group that was clearly not preferred as consultative partners were the district inspectors. The data indicated that human relationship skills were a critical aspect of principalship. Principals indicated that development and maintenance of human relationships with the various members of the school population was an important consideration in the acceptance of their authority. It was further indicated that principals placed great emphasis on the value of experience in positions of management and leadership. Principals also indicated support for the notion of formal training in the areas of curriculum development and educational administration. These findings led to the development of several recommendations which may have implications for improvement in the capacity of principals to perform their tasks.

    Social ideologies in two sets of multicultural curricular materials

    The large increase in the non-British proportion of Australia's population since 1945 has created a demand for greater recognition in schools of cultural difference and a re-affirmation of the goal of equality of educational opportunity. Marxist theories of ideology, hegemony and the State are employed to examine whether 'multicultural' curricular materials which are ostensibly advocating a critical appraisal of the society and subscription to these pluralist goals, are not soliciting support for dominant ideologies. The thesis questions whether they are not acting to reproduce the social order to the detriment of the ethnic minorities they are purporting to serve. The first of the two sets of curricular materials examined, Ethnic Australia, develops a Eurocentric view of exploration and inter-ethnic relations favourable to the needs of .capitalist economic growth. Its criticism of prejudice is unrelenting, but it does not extend it to an adequate analysis of the social conditions which might have generated discrimination and conflict. In its presentation of Italian and Greek cultures, it highlights and reinforces those attitudes and behaviours which are most conducive to an acceptance of competitive individualism under capitalism. The materials entitled Australia : A Multicultural Society, show the benefit of widespread consultation with educators and ethnic groups. They offer a view of culture and a picture of the material circumstances of Greeks and other migrants in Australia which accords with the most recent and carefully conducted research. In delivering a sustained attack on the inadequate provision for migrants in this country, they expose children' to a variety of ideological perspectives gleaned from the media, ethnic communities and the peer culture. Reservations are expressed about the capacity of materials with a liberal reformist ideology to develop in school students a critical awareness of the more intractable social structural barriers to the achievement of social equality and acceptance of cultural difference. Finally, there is brief discussion of the problems of construction and dissemination of critical curricular materials in a publicly funded educational system.

    Uses made of students' writing: implications in terms of language and learning

    Students in our schools do a great deal of writing - writing has always been regarded highly in our educational system. We, as teachers, are responsible for giving our students most of the writing that they do and, because of this, we need to answer some pertinent questions: e.g. Do we know why we give our students the writing? Are we aware of where writing fits in the overall learning process of our students? Is what we are actually doing in the classroom with respect to our students' writing the same as what we think we are doing? This study is concerned with questions such as these in order to determine what is current practice, and to critically discuss such practice in terms of its impact on the learning success of students. The relationship between thought and language is intricate, but there is evidence that these have different genetic roots and develop differently; at certain stages, their curves of development meet. Word meanings may be. viewed as the overlap of thought and speech, and it is through word meanings that there is transition from thought to words. Written language requires a higher level of abstraction than spoken language. There is a reliance on formal meanings of words, and more words are needed than with speech, due to the absence of a communicating partner whose knowledge of the current subject can be pre-supposed. The communication is meant for a person who is not present or who may even be imaginary; motives for written language differ from those for spoken language. Different types of language can be discerned. James Britton categorized language as being transactional, expressive or poetic, where the purpose of the language differs in each case. Language closest to the students' everyday speech is expressive, yet there is evidence the predominant language demanded of secondary school students is transactional, and this demand increases as the student moves up the school. If language plays, a central role in students' learning, what are the consequences of this? There is also evidence that, as the student moves through the secondary school, the teacher is seen increasingly as almost the sole audience for the writing. What impact does this have? What then, are the uses made of students' writing? Why do teachers set it? How do they mark it? What uses are made of it by teachers after they have marked it and handed it back? Two research reports are considered in detail which focus on such issues in order to determine what is happening across the curriculum at about middle secondary school level. The first, by Douglas Barnes and Denis Shemilt, made use of an open questionnaire. Factor analysis was employed to establish patterns. Replies were seen as falling on a dimension which was called the Transmission-Interpretation dimension. The researchers further hypothesized by extrapolating from teachers' attitudes to writing in order to reconstruct their attitudes to knowledge and learning. The second research report resulted from a survey conducted by the present writer. A closed questionnaire was circulated to teachers of middle secondary level in twelve schools and the replies were factor analyzed. Two factors were discussed in detail; for both factors, there was evidence that patterns in responses closely matched the pattern obtained by the Barnes-Shemilt study. Having obtained some knowledge of language types expected or demanded, audiences provided for students' writing and the uses made of the written work, the implications in terms of language and learning are discussed.

    An assessment of the Herzberg two-factor theory and of the reactions of a particular group of educational administrators to a questionnaire pertaining to that theory

    This dissertation is concerned with two(2) investigations. These were undertaken as a direct and indirect consequence of an initial desire to assess the potential relevance of a controversial theory of job satisfaction and job dissatisfaction for an area of educational administration. In each investigation, data was sought from the sixty five(65) most senior Professional Officers in the Secondary Schools Division and the Technical Schools Division of the Victorian Education Department: These Officers held the administrative position of Director or Assistant Director or Inspector. In Part One, consideration has been given to the major hypotheses of Herzberg's Two-Factor Theory: This Theory constituted the basis for the initial investigation. Herzberg's contention that the sources of job satisfaction are typically different, both specifically and characteristically, from the sources of job dissatisfaction constitutes a radical departure from traditional thinking on this subject. Whereas job satisfaction and job dissatisfaction have generally been thought to stem from common sources, Herzberg identified job satisfaction with factors pertaining to the content of work (Motivators) and job dissatisfaction with factors pertaining to the context of work (Hygiene Factors). He nominated five(5) factors as Motivators - 'Achievement', 'Advancement', 'Recognition', 'Responsibility', and 'The Work Itself'. Similarly, he nominated eleven(11) factors as Hygiene Factors - 'Company Policy and Administration', 'Factors in Personal Life', 'Interpersonal Relations - Peers', 'Interpersonal Relations - Subordinates', 'Interpersonal Relations - Superiors', 'Job Security', 'Possibility of Growth', 'Salary', 'Status', 'Supervision - Technical', and 'Working Conditions'. In Part Two, consideration has been given to a second investigation which attempted to ascertain a possible explanation of the low rate of response associated with the initial investigation. Therefore, despite the possible implications of this dissertation for the Herzberg Two-Factor Theory and for an understanding of the satisfaction/ dissatisfaction of Professional Officers, the major revelation has been the failure to obtain the co-operation of a majority of the Senior Professional Officers who were surveyed.
