    Organization theory and academic libraries

    The thesis explores the extent to which organization theory is applicable to the study of academic libraries. An organization is defined as a social group formed and sustained by people as a device or tool to help them do particular things, and organizational theory is defined as a discipline that provides ways of looking at organizations in order to gain an understanding of them. These definitions are seen to satisfy the two major viewpoints among organizational theorists in educational administration, associated in the thesis with the names, R.H. Hall and T.B. Greenfield. The Hall viewpoint, aligned with the intellectual tradition of positivism, is objective, and concentrates on the collective features of organizations. The Greenfield viewpoint is subjective, and concentrates on values and experiences of the individual as the essential reality of organizations. Models are derived from the work of the two theorists, and presented in parallel, using a systems approach, within a common research framework. The purpose of the research framework is to demonstrate that the two viewpoints are complementary rather than contradictory. The thesis then proceeds to examine each factor in the Hall model within the research framework by means of a survey of organizational characteristics of academic libraries in Victoria. Respondents to the survey were the chief librarians of those libraries or their representatives. The Greenfield model is used to justify reliance in the survey on the subjective perceptions of the respondents, rather than on objective statistical data about the libraries. Hypotheses and propositions concerning the relationship among the factors from the Hall model, environment, strategy, structure, technology, and organizational effectiveness were formulated and tested, and were largely supported by the survey results. The most noteworthy result was the strong support for the analyzer strategy which seeks to preserve the status quo while engaging in low risk innovation. In order to demonstrate the practical applicability of the theoretical framework developed in the thesis, the particular issue of the feasibility of entrepreneurship by academic libraries is briefly explored in terms of the theory.

    Difficulties in maintenance of ethnic language and culture in a multicultural society: with particular reference to Italian families in Melbourne

    The growing political awareness and acknowledgment of Australia's multicultural society produced in the seventies an increasing number of reports on the needs of the ethnic communities. The Government acknowledges that it is now essential to encourage the development of a multicultural attitude in Australian society to foster the maintenance of cultural heritage and promote intercultural understanding. The long-awaited signs of widespread implementation of stated policies and recommendations have been disappointingly slow in emerging. This is attributed to the slowness of a change in attitude throughout the community. Because the Australian school system is not in tune with the multicultural society of today, children of ethnic parents are not receiving equal education opportunities with their Australian peers. Through lack of recognition of their ethnic language and culture by schools, children of ethnic parents are rejecting their mother tongue. In a series of case studies of Italian families in Melbourne, the mother's attitude was seen as the most important factor in language maintenance at the present time. Attitudes were seen to differ, not according to social class, educational level or region of origin, but according to individual values and beliefs. The importance of maintenance of ethnic language and culture for the traditional cohesiveness of the Italian family ethos is stressed, but is seen as resting on a tenuous thread.

    An ethnographic analysis and survey of specific attitudes of physical education teachers

    Stage One utilizes an ethnographic approach by researching four teachers of physical education who graduated from Melbourne University in 1960, 1965, 1970 and 1975. Case studies were written on the four subjects. The teachers differed in their attitudes towards students with the more experienced teachers who were married and had children displaying a more caring and concerned disposition towards their pupils. It was evident that throughout his career a physical education teacher will display varying degrees of enthusiasm for his work, with the experienced teachers in this study being more enthusiastic. In addition they did not rely on strong disciplinary methods and had gradually moved away from a basic survival and control tendency which was a characteristic of the less experienced teacher. Generally, the more experienced teacher had greater job satisfaction than his less experienced counterpart. Ideas, principles, and hypotheses were generated from the ethnographic work in stage one and were used to formulate the traditional research attempted in stage two of this study. Thirty-six teachers of physical education from Education Department Secondary Schools within Victoria responded to the survey (85 percent response vote) which sought information concerning teacher attitudes, teacher enthusiasm and teacher reactions to particular issues central to their function as teachers of physical education. Data from the questionnaires was computed by the use of the Statistical Package for Social Science (Nie et al 1975). Analysis of the questionnaires involved the following statistics; mean, standard deviation, percentage, t-test and Pearson r correlation coefficients. The results revealed that the experienced physical education teacher who is married and has children will display a different set of attitudes towards the children whom he teaches than the less experienced, unmarried teacher of physical education. The enthusiasm level of teachers of physical education for their work varied greatly throughout their career. However, all teachers of physical education appear to follow the same pattern of changes in levels of enthusiasm, with subjects showing increased enthusiasm in early and late years of teaching and a drop in the level off enthusiasm in mid-career. This drop in the level of enthusiasm in mid-career seems due mainly to an increased emphasis by the teacher to his personal and family commitments.

    Devolution and effective school leadership: a case study involving ten Victorian state high school principals

    An interview methodology was used in this study in an attempt to ascertain how high school principals view the current devolution proposals (as outlined in the document Taking Schools Into The 1990's) as affecting school leadership in terms of Sergiovanni's leadership model. When conducting the interviews it became quite apparent that Sergiovanni's leadership model was most representative of the leadership patterns of principals in the sample. All of the interviewees believed that a school would need to have a strong and functional culture in order to provide excellence in schooling. The majority of principals saw their role as cultural leader as being more important than their managerial role from the viewpoint of seeking excellence in schooling. Seventy per cent of respondents saw the role of principal as crucial in developing/ maintaining a strong school culture. Furthermore, most principals also believed that the new devolution proposals could enable schools to develop a stronger school culture, thus resulting in greater excellence in schooling. The local appointment of staff was a recommendation seen as being most beneficial in this regard. The recommendation that high schools obtain the services of a full-time administration manager was also seen as allowing the school principal to be a more effective leader in that he could delegate more of his managerial functions and thus concentrate more on his role of cultural leader. Although more detailed research is required, the results of this study are consistent with the claim made in the review of literature that because Sergiovanni comprehensively addresses the issue of school culture then his model would appear to be the most useful in the current educational climate. The results also give encouragement to those who believe that some of the recommendations contained in the latest devolution proposals may result in greater excellence in schooling.
