    How leadership is manifested in Steiner schools

    The purpose of this research was to determine how leadership is manifested in Steiner schools. These are schools with no principal or formal leadership structure. An intensive study was conducted of one independent, fee-paying Australian Steiner school catering for children aged 5 to 18. A descriptive case study methodology was used employing individual interviews with 10 staff members of the school, and document analysis. The administrative structure of the school was found to be much more complicated than that of a traditional school, although similar to Steiner schools in general. There were 21 mandated groups that existed in order to administer the school, the most notable being the College Of Teachers. The operation of the school was best described as a democracy. Benefits of the school structure included a feeling of inclusion in the leadership and management of the school, the opportunities for many staff to assume roles of responsibility in mandated groups and an adaptability of the organisation. Problems found included a lack of clarity of roles, resistance to leadership and the time to make decisions. Leadership was found to be highly democratic, with no official leader in the organisation. However, there was found to be an unofficial leadership structure based on merit and experience, with several prominent individuals identified, and one in particular. The research is significant in that it has explored an alternative school leadership structure - one that is problematic but also has significant benefits.

    Deepening Australian democracy: what can schools do?

    The term, ‘civic deficit’, has been used to describe a situation in which a significant proportion of Australian citizens display low levels of knowledge and understanding of, and low levels of engagement with, Australian political and constitutional arrangements. This civic deficit has attracted increased attention by governments, policy makers, and the broad educational community within Australia in recent years. The Report of the Civics Expert Group (1994) identified school education as a major site in which to address this deficit, and the past decade has seen increased emphasis on civics and citizenship education in Australian schools. The thesis critically examines the role of civics and citizenship within Australia secondary schools. It does this, not purely from an educational perspective, but from within the broader context of the contemporary Australian political system. This thesis regards citizenship as inherently a political concept, and develops the notion of democratic citizenship as the most significant element of this. It is argued that democratic citizens are more than merely knowledgeable about their nation’s democratic traditions, government institutions and constitutional arrangements. While these elements of civics and citizenship education have a role, democratic citizens are genuine members of their political community. It is argues that they are inquisitive participants in that community.

    Job seekers, traps, and Mickey-Mouse training

    Students have become commodities in a new market-driven Australian training system and according to the literature, increasingly subject to poor quality training. Some courses have not been adequate or appropriate for the learning needs of the students, nor industry requirements, and therefore flout the policy goal of a skilled workforce. This thesis aims to explore pathways to employment for African migrant women who undertook a Certificate III course in aged care, but remained unemployed in an area of apparent ‘skills shortage’. Utilising an ethnographic methodology, a small sample of migrant women graduates of aged care Certificate III courses participated in the study – some had been successful and others unsuccessful in obtaining employment in the field. A small sample of aged care team leaders were also interviewed. Sub-standard training qualifications were identified by participants as the biggest barrier to employment. Research findings suggest that fast-tracked, private for-profit training provision is likely to be of poor quality in comparison to public not-for-profit training provision. Findings also indicate that agents of various guises, often with conflicts of interest, have been recruiting students with apparent insufficient and even misleading information about courses. For the long-term benefit of society and the economy, a recognition of the role of well-resourced and funded public training institutions is recommended. If government continues to enable competition for funding between private and public training providers, adequate measures need to be in place to ensure more responsible disbursement of government funds in the training sector. Training providers need to be adequately checked before funds are allocated to them; including for their capabilities such as student support services, partnerships and track record of employment outcomes, but not overly audited and monitored so that professional accountability innovation and quality are stifled. Consumers need to be informed, protected and have bargaining power to be able to compete with the demands of large corporations and international markets. A Labour Market Entry Model (LMEM) is proposed that is a three pronged approach, managed and informed by an ethical local governance structure, of i) policies for quality training ii) career pathway information and iii) work creation for target labour, such as the migrant women, to overcome some of the barriers that they may face and to strategically reduce poverty and related issues in localities where there are concentrations of disadvantage. Until policies and resources are better directed towards a LMEM, partnerships of local agencies should enable residents and employer brokers to clarify career interests and aptitudes along with labour market entry requirements of local employers. They should also raise awareness on how to select a quality training course and determine which training providers and courses should be accepted into community spaces.

    Multicultural and diversity education in the globalised classroom in Australia

    Australia is no longer an “isolated backwater” island floating around the Asia-Pacific region. It has become a country of great importance as a multicultural hub that continues to flourish in a time of social, cultural, and population growth. With this changing environment the needs of its people, in particular its children, have also changed. As multicultural awareness begins to expand and borders cease to define the cultural differences of those around us, the needs of the learners in school are also in a state of flux. This paper tracks the evolution of multicultural and diversity education policies in Australia through seven key documents: these are The National Policy on Languages (Lo Bianco, 1987), the Asian Studies Council Report – Asian Studies Council (1988), National Agenda for Multicultural Australia (Commonwealth of Australia, 1989), Adelaide Declaration (1999), Melbourne Declaration (2008), Blueprint for Education and Early Childhood Development (2008) and Education for Global and Multicultural Citizenship: A Strategy for Victorian Government Schools 2009-2013 (DEECD, 2009). It concludes with implications and impacts of this history and these documents and addresses the need for continued teacher preparation and instruction through recommendation new initiatives.

    Expeditions, travels and journeys: reconceptualising teaching and learning about indigenous Australians in the early childhood curriculum

    This thesis aimed to explore the terrain of early childhood educator's inclusion of Indigenous Australian peoples and cultures within their curriculum practice. Within this it was anticipated that these explorations would draw from early childhood reconceptualist literature to explore and trouble understandings of curriculum theory and practice. It was also anticipated that my research companions and I would use our beginning understandings of postcolonial theory to theorise, explore and disrupt our constructions and understandings of Indigenous Australian peoples and cultures that were based on the colonial understandings and discourse circulating within Australia and our local communities and that influenced our curriculum practices. In order to explore and disrupt this curriculum practice, my research companions and I set off on an action research journey. We travelled and journeyed within monthly meetings over one year as we located and explored curriculum practice. Action research provided the maps for this journey as we attempted to explore the curricula practices of my companions and locate and explore the issues and challenges that arose as they attempted to disrupt this practice and find reconceptualised ways towards inclusion of Indigenous peoples and cultures. Throughout this journey however, while curriculum practice was located and explored and changes to this practice occurred at superficial levels, discussions around how the reconceptualising of this practice was limited and constrained by the influences of colonial discourse upon our personal understandings of Indigenous peoples and cultures was avoided. As I travelled back into the research meetings after a prolonged absence from the research journey, I became more aware of the silences that existed within our travels that enabled us to resist change in our practices around inclusion of Indigenous peoples and cultures in ways that opened spaces for this inclusion in equitable and respectful ways. I journeyed again through postcolonial theory and while this provided me with important and useful waymarks in which to locate and understand the research travels and moments within it, this theory did not provide me with pathways to explore the resistances. Early childhood reconceptualist literature also provided and guided my reflections on curricula practice in important ways, however, similar to my struggles with postcolonial theory, did not provide for waymarks to understand and locate the silences within the research travelling group. Silences that ensured discussion of personal understandings of Indigenous people and how these understandings were constructed was avoided. Within my searching of alternate theories and ways of exploring the terrain of this research journey, I stumbled across whiteness theories and found that the silences in the research could be located, positioned and explored through and within these theories and understandings. The thesis journey then followed white pathways that led into explorations of whiteness within the research and made it possible to see how both the research companions and myself had constructed ourselves, Indigenous Australian peoples and curricula theory and practice through and within these white understandings. As I located and explored my experiences through narrative and mapped and traced whiteness within the research travels and journeys, it became possible to view how strategies of whiteness operated to discourage the explorations and locating of our personal within our professional understandings. Given this, the possibilities for shifts in personal understandings, and as a consequence, professional and curricula practice, were limited and constrained within this journey into reconceptualising Indigenous inclusion in early childhood curriculum. The journeying within this thesis into reconceptualising early childhood curriculum around Indigenous inclusion and the drawing from both postcolonial and whiteness theories, however, has resulted in more complex understandings of how this work could take place. Mapping postcolonial viewpoints and waymarks and tracing white viewpoints and waymarks within these can allow early childhood researchers and educators to view how these discourses intersect and overlap to silence Indigenous Australian peoples and cultures as well as work to avoid and limit discussion and awareness within white communities about the existence of prejudice and discrimination. Further, the effects of these colonial and white discourses on both personal understandings and the influence of these on curriculum practices aimed at including Indigenous peoples and cultures can be uncovered, located, explored and disrupted in order to create spaces and places for Indigenous voices within early childhood curricula practice.

    Rethinking indigenous educational disadvantage: a critical analysis of race and whiteness in Australian education policy

    This thesis examines Indigenous school education in Australia, through analysing themes of difference, race and whiteness in contemporary education policy. The study asks why educational inequality and disadvantage continue to be experienced by Indigenous school students, despite concerted policy attention towards redressing these issues. It seeks to better understand how Indigenous education is represented in policy and scholarly debates and what implications this has for Indigenous educational achievement. I argue that in order to succeed Indigenous school students are often expected to assimilate into an education system that judges success according to values and expectations influenced by an invisible ‘whiteness’. The investigation of these issues is framed by insights and approaches drawn from three theoretical frameworks. Michel Foucault’s concepts of ‘discourse’, ‘disciplinary power’, ‘regimes of truth’ and ‘normalisation’, and Iris Marion Young’s work with issues of difference, ‘cultural imperialism’, oppression and justice are brought into critical dialogue with critical race theory (CRT). In particular, CRT is engaged as an attempt to bring some new perspectives to understandings of race and difference in Australian education policy. This combination of theories informs an examination of policy (and policy related texts) guided by Foucauldian discourse analysis and critical policy research methods. Through my analysis I develop a number of arguments. First, that the combined theoretical approach I engage is useful for uncovering some of the silences and assumptions that have typically influenced attempts to achieve educational justice for Indigenous Australians. Second, in the documents I analyse, the ways in which Indigenous students are described commonly positions them as deficient and suggests that these deficiencies are to be remedied through exhibiting more of the behaviours and attitudes of non-Indigenous students. Third, that the commitment to ‘inclusion’ within the policies analysed is important, but typically maintains a relationship in which a powerful and central white ‘norm’ remains invisible and dictates how and when the ‘Other’ is included. Fourth, that in seeking to understand equity issues for Indigenous students it is important to look also at the broader education system and its dominant values and goals. Through analysis of policies related to education for ‘all students’, I suggest that educational success is commonly identified and assessed according to ‘white’ norms, within schools that are expected to improve and be accountable within a neo-liberal agenda, which is largely supportive of standardisation and sameness, and not readily accommodating of ‘difference’. Overall, this study has attempted to bring some important conceptual approaches to analysis of current education policy in Australia in order to build greater understanding of Indigenous educational disadvantage. It has sought to open possibilities for addressing issues of race and justice that are characterised by listening, support of difference and responsibility, and commitment to disruption and discomfort.

    Brother Ronald Fogarty's Catholic education in Australia, 1806-1950, volumes I and II: a re-appraisal

    This thesis is an attempt to re-appraise the history of Brother Ronald Fogarty in his work Catholic Education in Australia 1806-1950 in the light of the specific themes which he determines as basic to the development of Catholic education. It has been generally acknowledged that these themes are not only relevant to the Catholic or educational sphere of Australian history, but also provide insight into the development of Australian society as a whole. Fogarty's history celebrates the triumph of a minority group as part of a reaction to the developments instituted by the majority. Overall, Fogarty's interpretation of why and how a separate Catholic education system developed makes a significant contribution to Australian historiography in general.

    Experiential learning programs in Australian secondary schools

    Experiential programs in special environments are common in Australian education, notably in independent secondary schools. Without overt reference to research, they claim the special features of their program lead to personal development. The study sought to discover the underlying theoretical elements common to experiential learning programs, and by extension, sought to identify the elements of the experiential learning that might be incorporated into mainstream learning. Adopting a constructivist interpretive framework drawn from the work of Dewey, Vygotsky, and Bruner, the study examined six Australian independent school experiential learning programs offered to Year 9 students at dedicated, discrete settings ranging from wilderness to the inner city. The methodology employed in the research design was qualitative, drawing on Argyris and Schon’s notion of theory of action as an overarching framework in the documentation of six case-study programs. A preliminary probe into a single experiential program and an Australia-wide survey of school-based experiential learning provided a base of reference for the main study, which focused on 41 teaching practitioners as the primary informants on the programs. Data sources consisted of public documentation on programs, ethnographic interviews, questionnaire responses and researcher observations. Charmazian grounded theory method and Argyris and Schon’s ladder of interference were used as the primary tools for data analysis. The study found challenging setting, constructed social interaction, tolerance of risk, and reflection to be the essential design components that enable personal learning, and these thus form the model of experiential learning that emerges from analysis of the data. Together with the learner and cognitive dissonance, the spatiotemporal setting of the experience is identified as the defining characteristic and third component of experiential learning transactions. Specific properties of each learning setting interact with learners in ways that afford specific learning opportunities. Individual student status and collective social structures in remote experiential settings that rupture contact with the home community are profoundly altered through the experience. Risk emerges as an indispensible property of novel learning experiences. Reflection, both facilitated and unfacilitated, is the mechanism by which experiential learning is stored in episodic memory and informs the process of knowledge creation. The theoretical model of experiential learning derived from the programs studied describes the essential differences between experiential and mainstream learning. This model offers a basic design template for the development of experiential learning programs in other settings to meet the particular learning needs of Year 9 students in mainstream schools. Finally, these programs provided evidence of close parallels with traditional initiation rites, suggesting that they serve an important socialisation function for adolescents.

    Pathways: a policy study

    Improving pathways between the sectors is an aspect of educational policy within Australia which has risen to high visibility in recent years. It has been an important part of Commonwealth policy on reform of both higher education and training sectors. Improved pathways are seen to assist in up-grading workers’ qualifications in the minimum time, and more cost-effectively; to assist in enabling a better balance of post-secondary education and training to be provided; to increase the status, visibility and use of TAFE middle-level credentials; and to achieve better equity in higher education provision. The economic and equity arguments are married, by asserting that a wider base will be ultimately more economical. Of equal importance is the convergence of vocational and general education as a preparation for life and work. Using the Swinburne University of Technology Pathways Project 1992-3 as a case study, this paper demonstrates that valuable models of more highly articulated curriculum and structures are possible within a pathways concept. In addition, improved credit transfer agreements and implementation strategies at institutional level are shown to materially assist TAFE students’ access to higher education courses. However, there are limitations to how far “Pathways” type approaches can succeed in implementing government policy while the sectors are encouraged to remain so polarised, and while universities have no real incentive to increase their TAFE articulating students. While they remain strictly vocational in nature, TAFE qualifications cannot achieve full recognition in a degree. A more generalist qualification, like the associate degree, would arguably be more successful in creating the convergence of general and vocational education, and greater credit transfer. Likewise, an expansion of TAFE’s mission could bring a better acceptance of TAFE as an alternative higher education pathway option.
