ItemAge, labour market conditions and male suicide rates in selected countriesTaylor, P (Cambridge University Press (CUP), 2003-01-01)This study examined the relationship between suicide rates among men since 1975 and rates of unemployment and labour force participation in 20 countries. Previous research has found statistically significant correlations between suicide and unemployment rates over time among young people in a number of countries. This study has extended this research to include different age groups of men. The findings for younger workers largely confirm the findings of previous studies. Among older workers, however, unemployment and suicide rates are largely unrelated, notable exceptions including Japan and the USA. The implications of this finding for policy making towards older workers are discussed.

ItemeGovernance practice and potential in the local government sectorBarlow, Sheryl ; CHEN, PETER ; Chimonyo, Janet ; Lyon, Alison ; O'Loughlin, Brendan ( 2003)This paper presents initial findings of a research project into the current extent of, demand for, and strategic inhibiters / facilitators to / for the development of electronic governance (eGovernance) in the local government sector in Australia. Undertaken by members of the sector in Victoria, in conjunction with the Centre for Public Policy of the University of Melbourne, the project is will produce a final detailed strategic report by the middle of 2004. Based on the results of survey data collected by members of the project team during 2002-3, this paper argues that the local government sector, as typified by municipalities in the state of Victoria , can be seen to have an interest in a broad range of activities that fall under the rubric of eGovernance as defined within.

ItemInformation Technology in Teaching and Learning: A Report on Trial Applications of MultiMedia in the Department of Political ScienceChen, Dr Peter John ( 2003-06)In accordance with the policy of the University of Melbourne to develop and integrate the use of Information Technology (IT) in teaching and learning, in 2003 a small-scale trial was undertaken to apply desktop MultiMedia (MM) to the teaching of one subject which had made limited use of teaching in learning in previous years.This document reports on the outcomes of this trial, indicates the positive and negative benefits of this application, and makes some conclusions about barriers and enablers to the implementation of IT in the teaching environment. The aim of the document is to:•Report on agreed activities to the Head of Department, Political Science, and•Provide feedback on IT applications in teaching to other staff of the University of Melbourne.

ItemBranding and public transport disaggregation: The Melbourne experienceWear, Mr Andrew ( 2003)In 1999 the public transport system in Melbourne was disaggregated and privatised by the then conservative Victorian government. Immediately after privatisation, there was no active system-wide branding or marketing. As a result, branding, marketing and the provision of customer information became fragmented and disjointed. The Melbourne experience has shown that cooperation between government and public transport operators is essential. The Victorian Government and operators have now joined forces to create ‘Metlink’ which provides a single identity for Melbourne’s public transport system. Metlink involves the provision of integrated signage, consumer information and advertising.

ItemChanging professions - General Practitioners' perceptions of autonomy on the frontlineLewis, JM ; Marjoribanks, T ; Pirotta, M (SAGE PUBLICATIONS LTD, 2003-03)Professional autonomy is a much-used concept which has operated with scant empirical attention directed at understanding its meaning among practitioners. This study investigates how General Practitioners (GPs) understand their professional autonomy, and what they perceive to be the main threats to it. Four focus groups were attended by 25 GPs in Melbourne. We found that GPs aspire to an ‘ideal type’ of professional who has the freedom to determine what is best for patients, but they believe their autonomy is threatened by financial constraints, greater accountability requirements, and more demanding patients. These findings reveal how GPs understand autonomy in their practice, and indicate that their concerns may have little to do with the deprofessionalization and proletarianization theses. Micro-level studies of GPs in the workplace, combined with greater understandings of different aspects of professional autonomy, appear useful in understanding how GPs’ work and autonomy is changing.
