    The Nexus Between China's Global Image and Attitudes Toward Diasporic Chinese: A Comparison of Australia and the United States

    The COVID-19 pandemic intensified unfavorable international news coverage of the Chinese Government with consequences for the Chinese diaspora broadly. To understand these relationships, we conducted surveys in Australia and the United States from 8 to 21 June 2021. Using a survey experiment, we find a significant negative impact of the Chinese Government’s early handling of COVID-19 on public sentiment toward the Chinese Government in Australia but not in the United States. In both countries, expressing unfriendly feelings toward the Chinese Government tends to harm Chinese temporary residents more (compared to permanent residents). The associations between attitudes toward the Chinese Government and diasporic Chinese differ significantly across demographic groups but overall, holding cold attitudes toward the Chinese Government has stronger negative implications for diasporic Chinese in Australia.

    Reflections on China's primary care response to COVID-19: roles, limitations and implications

    This study focuses on the role of primary care in China's response to COVID-19. A retrospective, reflective approach was taken using data available to one of the authors who led the national community response to COVID-19, first in Wuhan and then multiple cities in ten provinces/municipalities across the country. At the peak of the pandemic, primary care providers shoulder various public health responsibilities and work in close partnerships with other key stakeholders in the local communities. Primary care providers keep playing a 'sentinel'/surveillance role in identifying re-emerging cases after the elimination of community transmissions of COVID-19. Critically, however, the pandemic once again highlights some key limitations of the primary care sector, including the lack of gatekeeping, limited capacity and weak integration between medical care and public health.

    Has recentralisation improved equality? Primary care infrastructure development in China

    Since the early 2000s, the Chinese Government has undertaken a series of recentralisation efforts. In social policy areas, such efforts are targeted at greater equalisation and inclusiveness. These developments raise a critical question: has recentralisation improved equality? This study explores this question through the lens of primary care infrastructure development, an essential aspect of healthcare reforms that has received limited attention in the academic literature. Based on an analysis of health yearbooks (2004–2016), other government documents and fieldwork interviews, we find that, despite recentralisation efforts, the financing for primary care infrastructure development has remained highly decentralised. Provincial governments act as important intermediaries, reflected by their discretionary power in managing central targets and fundraising behaviour to leverage available resources for outcomes that align with local priorities. Despite an overall capacity increase in primary care infrastructure, significant inequality has remained, which contradicts the central governmentʼs intent to improve equality through recentralisation.

    Anatomy of intergovernmental finance for essential public health services in China

    BACKGROUND: The Chinese government launched health care reforms in 2009 and introduced a national list of essential public health services (EPHS) as an integral part of the plan to deliver health care for all. EPHS was also built into the national plan to promote the equalisation of public services across the country. A national standard was set for financial input to EPHS. As the services are co-funded by the central and local governments, a robust intergovernmental fiscal system is essential to guarantee that the hundreds of thousands of service providers have adequate financing to meet the service commitment. METHODS: We examined the flow of funds through China's complex intergovernmental fiscal system to see whether the promise of equal funding for EPHS was implemented, and how the costs were distributed across levels of government. Information was collated from funding documents issued by all levels of governments involved, for a sample that includes the central government, 12 provincial governments, eight prefectural governments and 11 county-level governments. For each level of government, we examined: (i) when and how much funding they disbursed or received from higher levels; (ii) when and how much matching funds were made; and (iii) the allocation rules adopted. RESULTS: Overall, we found the central government met its commitments for the program on time and in full, and good compliance from local governments in passing through funding from higher levels and as well as meeting their own financial responsibilities. However, we also found the following problems: (i) the involvement of so many levels of government resulted in delays in the disbursement of funds; (ii) the use of outdated population data in calculating required funding resulted in some under-allocation; and (iii) localities that needed funding the most were not well targeted by the distribution of funds. CONCLUSION: This study traces how the 2018 subsidy for EPHS was disbursed from the central government to service providers, focusing on the roles played by intermediate levels of subnational governments-provinces, prefectures and counties. In this way, it identifies gaps in the current intergovernmental financing of EPHS and points to areas for further improvement.

    Gendered housework under China's privatization: the evolving role of parents

    In China’s multigenerational society, parents fulfill essential family functions including housework–a critical site of gender inequality with important consequences. Combining data from the China Health and Nutrition Survey (n = 14,096 person-years, 1997–2015) with a province-level privatization index, we find that co-residing with parents was associated with less housework time, whereas co-residing with sick parents was associated with more housework time. These associations were stronger for women than men. Our results highlight the increasingly important role of parents to help their adult daughters or daughters-in-law cope with housework demands as China’s economy was privatized.

    Restless sleep and emotional wellbeing among European full-time dual-earner couples: gendered impacts of children and workplace demands

    Role strain theory illuminates how work and family impinge on our intimate lives in gendered ways. Drawing upon data from the 2012 European Social Survey, we estimate structural equation models to understand the links between work and family conditions on full-time dual-earning couples’ restless sleep and emotional wellbeing. Our results show that young children (aged two or under) disrupt full-time working mothers’ but not full-time working fathers’ sleep, improving emotional wellbeing for fathers but not mothers. Compared to men, women report a significantly larger association between work hour dissatisfaction and restless sleep, probably highlighting the more time strain they experience due to their family responsibility on top of their full-time work. These gender gaps are the most pronounced among those couples working longest hours, suggesting that when inter-role strain intensifies for both partners, women suffer disproportionately. Collectively, our findings identify significant and gendered consequences of childcare and workplace demands and spotlight restless sleep as a key mechanism linking women’s role strain to poor emotional wellbeing.

    Emotional and financial health during COVID-19: The role of housework, employment and childcare in Australia and the United States

    During the first few months of the COVID-19 pandemic, the world witnessed major economic, school, and daycare closures. We sampled respondents in Australia and the US during the height of the first restrictions to understand how the first quarantine structured their emotional strain and financial worry (825 Australians and 835 Americans aged between 18 and 65; May 2-3, 2020; source YouGov). We apply structural equation modeling to demonstrate that the emotional well-being impacts of COVID-19 are not only gendered but also vary between childless people and parents. Specifically, we show that compared to Australians, Americans were more impacted by changes in their financial circumstances. Further, while the financial worry and emotional strain impacts were similar between childless people and parents in Australia, significant differences existed between the two groups in the United States. In particular, we identify American mothers as the most disadvantaged group-feeling the most anxious and financially worried about both employment and domestic changes under COVID-19. Policy wise, we argue that COVID-19 is exacerbating gender inequality in emotional health. To slow down this trend, more adequate mental health supports are needed, particularly for mothers.

    Profiling racial prejudice during COVID-19: Who exhibits anti-asian sentiment in Australia and the United States?

    Following the COVID-19 outbreak, anti-Asian racism increased around the world, as exhibited through greater instances of abuse and hate crimes. To better understand the scale of anti-Asian racism and the characteristics of people who may be expressing racial prejudice, we sampled respondents in Australia and the United States over 31 August-9 September 2020 (1375 Australians and 1060 Americans aged 18 or above; source YouGov). To address potential social desirability bias, we use both direct and indirect (list experiment) questions to measure anti-Asian sentiment and link these variables to key socioeconomic factors. We find that, instead of being universal among general populations, anti-Asian sentiment is patterned differently across both country contexts and socioeconomic groups. In the United States, the most significant predictor of anti-Asian bias is political affiliation. By contrast, in Australia, anti-Asian bias is closely linked to a wide range of socioeconomic factors including political affiliation, age, gender, employment status and income.

    A sociopolitical analysis of Yi Nao: Public disruption, performativity and the power of doctors in Chinese medical disputes

    Yi Nao describes a type of organised disturbance in Chinese hospitals. This study seeks to examine yi nao as a locally determined, radical expression of medical grievances. It is first argued that yi nao actors (usually the relatives of patients and sometimes professional yi nao gangs) have exploited the contradictions in the hospitals' stability maintenance policies, thereby complicating the resolution of medical disputes. Second, yi nao incidents feature a" performative" quality. Lacking professional power in the Chinese context, doctors are often passive sufferers of yi nao violence. However, this study examines some outliers wherein doctors were mobilised to resist yi nao.

    Do managers sleep well? The role of gender, gender empowerment and economic development

    Work demands often disrupt sleep. The stress of higher status theory posits that workers with greater resources often experience greater stress. We extend this theory to sleep and ask: do managers report more disrupted sleep and does this vary by gender and country context? Data come from the 2012 European Social Survey Programme and our sample comprised those currently employed in their prime working age (n = 27,616; age 25-64) in 29 countries. We include country level measures of the Gender Development Index (GDI) and gross domestic product (GDP). We find that workers sleep better, regardless of gender, in countries where women are empowered. For managers, women sleep better as GDI increases and men as GDP increases. Our results suggest that men experience a sleep premium from economic development and women from gender empowerment.
