    A Report for the NSW Department of Education on Vocational Education and Training Delivered to Secondary Students

    This report presents the findings of an external review and analysis of relevant recent practices, research and data on the delivery of Vocational Education and Training (VET) to secondary students. The review and analysis were commissioned by the New South Wales (NSW) Department of Education and were conducted by the Centre for Vocational and Educational Policy at the University of Melbourne to identify best possible practices and make recommendations for future practice.

    Understanding the European Union and its Political Power: The Contribution of European Studies to Adult Education Policy Research

    The European Union (EU) is frequently seen as an important actor shaping globalised education policy space but its complex architecture and policy-making processes carry a constant challenge to researchers. There is a growing tendency in the academic literature to avoid separating the national and the EU level of policy-making. The globalisation pressures and national interest advocated by each EU Member State are strongly mediated by specific ‘actorness’ of the EU: number and variety of actors involved in education policy-making and implementation. This chapter brings a political science perspective to help open a ‘black box’ of policy-making in the EU. It contextualises the inner-workings of the EU, its structure and relationship with its Member States. It begins by providing a theoretical background of the day-to-day policy making by analysing the agency- structure dichotomy in the EU policy-making. Next, it analyses the institutional arrangements of the EU focusing on ‘soft law’ and policy-making of the European Council, the European Commission and the European Parliament. Further, it defines the growing in prominence concept of Europeanisation which is understood as a three-way analytical concept which includes the infiltration of the Member States’ policy preferences or rules into the EU, the ‘national adaptation’ of EU policies as well as horizontal exchanges. The chapter also provides explanation of how the EU is perceived through ‘normative power’ concept, as well as how Member States themselves become ‘norm entrepreneurs’.

    Working their way to school completion: School-Based Apprenticeships and Traineeships for young Australians

    This paper is part of a three-year longitudinal study of School-Based Apprenticeships and Traineeships (SBATs), which seeks to explore the nature and effectiveness of SBATs as a pathway from school to sustainable occupational employment. This paper discusses past and current policy trends and objectives represented by various Australian jurisdictions. It focuses on building a detailed illustration of the learner profile of SBATs and the type of occupations and qualifications being undertaken at school. This analysis was achieved through statistical analysis of two Combined Unit Record Files (CURFs) obtained from National Centre for Vocational Education Research (NCVER). This quantitative work builds the basis for future work future qualitative work exploring the motivations, expectations and experiences of SBAT learners.

    Evaluation of Chances for Children 2015

    This study was undertaken to evaluate the Chances for Children program, established in 2000, which supports children and young people in the Mallee region of Victoria and south west New South Wales. It aims to remove financial barriers for those who, without financial support, would not be able to achieve their full potential (in tertiary education, secondary school, or sporting and musical activities). It also provides assistance for those with learning difficulties.

    The European Union and its post-communist neighbours: EU enlargement and the European neighbourhood policy

    Relations with the countries of former communist Eastern Europe have been a very important aspect of the European Union’s (EU) external relations and, according to many, are one of the most successful products of its common foreign policy over the last two decades, especially regarding the outcomes of the policy and process of the EU’s eastern enlargement. However, the EU’s policy towards and established relations with the countries of the former communist bloc have not been uniform and are not the result of a carefully prepared, well-designed and long-term strategy. In many aspects, they are direct and to some extent spontaneous outcomes of developments that followed the sudden collapse of the communist bloc in Eastern Europe and the transformation of the European Community into the more integrated European Union, with its expected “common foreign policy” (European Council, 1991) in the western part of the European continent.
