Abstract
The previous chapter highlighted the importance of public employment and the wage bill in fiscal stability and service provision, which in turn has an impact on citizen confidence, a topic that is the focus of Chapter 6 and Chapter 7. This chapter examines the public managers system, a key instrument for improving the results of public service management, organizational performance, and citizen confidence in governments. What is the situation in Latin America and the Caribbean (LAC) in terms of the implementation of the public managers system, and what are the opportunities for improvement? The following pages consider the question by presenting evidence on the benefits of public managers systems, evaluating progress and setbacks, and offering recommendations to advance this agenda.
